Boro institutes fees for parking spaces, recreation facilities

From now on, when contractors working in Mt. Oliver want to reserve parking meter spaces or on-street spaces, they will have to pay a fee.
It was one of the actions taken at council's hour-long June 15 meeting.
Under the resolution that was passed updating fees, a parking meter reservation will cost $15 a day plus a $25 administrative fee for a metered space. A non-metered space will cost the $25 administrative fee plus $10 a day for a non-metered space.
Prior to adopting the update, there was no fee for reserving spaces while working in the borough.
The resolution also includes fees for facility rentals, such as $15 per hour for the park pavilion for residents and $20 for non-residents; $10 per hour for the ball fields for residents and $15 for non-residents; and $10 per hour for the tennis court for residents and $15 for non-residents.
In the engineer's report, the borough asked for funds for new handicapped ramps on Brownsville Rd. and for demolitions in its Community Development Block Grant (CDBG) applications submitted to SHACOG.
The contracts have been signed by both El Grande Industries and the borough for the 2015 pavement maintenance program. Work is tentatively planned to start the week of June 15.
In the code enforcement report from inspector Chuck Knaus for May 15 to June 4, Councilman Frank Bernardini reported there were 15 rental inspections; 13 complaints; 47 violation/notices; 27 citations; and one occupancy inspection.
In the parks and recreation report, Councilman Nick Viglione said garbage was strewn about Transverse Field by the teenage brothers and sisters of baseball team members.
Mr. Bernardini said spectators congregate and throw and tear up items. Recently, the Public Works Department had to clean up the next day after a game.
Council President Darnell Sains said to call 911 when observing such behavior.
In the public safety report, Councilwoman Barbara Keener said signs need posted to notify everyone Ormsby Park is closed for reconstruction.
Youngsters are knocking down the fence and entering the site. The police chase them away, but they return to play basketball in the park.
She said the signs are needed to protect the borough's liability.
Mr. Bernardini said he asked the police department to check the site periodically.
In the police report for May, there were 661 calls; 2 DUI arrests; and 37 narcotics arrests for the seizure of marijuana, crack cocaine, heroin, and drug paraphernalia. Officers conducted 45 park and walks; 28 targeted patrols; and 14 community oriented details.
All police equipment is up and running.
A total of $2,605 was collected for payment of fines for parking tickets issued during May. Parking enforcement issued 114 citations, while the police department issued 94 citations.
In other meeting business, council adopted a new agreement for part-time employees in the Public Works Department.
It provides for a $75 clothing allowance upon the second consecutive year of service. Part-timers also receive two shirts issued by the borough their first year.
In other motions, council authorized the transfer of 212 Brownsville Rd. for $1 to the Hilltop Economic Development Corporation (HEDC).
The building is the former pet shop which the borough acquired for nonpayment of taxes by its former owner.
The HEDC will now own the building. It will become an office of Economic Development South (EDS) following $100,000 in renovations. The EDS will pay rent to HEDC to cover the debt service.
Council also agreed to advertise to authorize the borough manager to discipline employees up to suspensions. The manager cannot hire or fire.
Council also voted to pay Niando Construction $10,035.85 to close out the Transverse Park sanitary sewer project.
The final action of the evening was agreeing to engage attorney Megan Ott of GRB Law as special blight legal counsel on an as-needed basis. She will be paid $175 per hour to handle blight issues.
Mr. Viglione asked if someone wants to buy a blighted house, and the bank owns the property and won't respond, can Ms. Ott be called?
Solicitor Deron Gabriel said yes.
Mr. Sains said her expertise also extends to vacant lots.
Mr. Gabriel said council wants to develop a legal nuisance property ordinance, for which Ms. Ott can assist.
The next council meeting will be on July 20.
