Notice To Bidders




Sealed Proposals will be received by the Mt. Oliver Borough, 150 Brownsville Road, Mt. Oliver, PA 15210 for the following:

Ormsby Park Phase 1 Improvements: Soil remediation excavation, haul off and disposal of arsenic and lead polluted soil, replacement with approved clean fill, demolition of concrete sidewalks and earthwork. Also included are E&S controls and final restoration to include seeding and mulching.

All Proposals must be in the hands of Joanne M. Malloy, Borough Secretary, by 11:00 A.M. prevailing time, May 16, 2012 and the same will be publicly opened & read immediately thereafter. There will be a non-mandatory pre-bid meeting on May 8, 2012 at 10:00 A.M. at the Mt. Oliver Borough Building. Proposals shall be delivered in a sealed envelope and clearly marked on with the words "Ormsby Park Phase 1 Improvements".

Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement are on file & open to public inspection at the office of The Gateway Engineers, 400 Holiday Drive, Suite 300, Pittsburgh, Pa 15220 where sets of said documents may be obtained upon payment of $75.00 per set. No refund will be made for the return of any documents.

This project is receiving funding from Allegheny County Economic Development's Community Infrastructure and Tourism Fund Therefore, compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60-1.4); Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; and the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of 13 percent Minority and 2 percent Female Business Enterprise.

Each proposal to receive consideration must be accompanied by a separate Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of the Mt. Oliver Borough, Allegheny County, PA in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract.

The Proposals must be made to the Mt. Oliver Borough, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Bid guarantee.

Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement.

Mt. Oliver Borough reserves the right to reject any or all Proposals, or any part thereof, for any reason, and also reserves the right to waive any informality therein.

The Bidder is advised that the Mt. Oliver Borough will award the contract to the lowest responsible bidder However; the bidder is advised that Mt. Oliver Borough expressly reserves the right to reject all bids.
