BOROUGH OF MT. OLIVER

Sealed Proposals will be received by the Borough of Mt. Oliver, Allegheny County, Pennsylvania until 10:00 A.M. on December 2, 2011 to be publicly opened and read immediately thereafter for the following project:

2011 SANITARY SEWER REPAIR PROJECT - REBID
This project involves sanitary sewer repairs including any combination of the following items: sanitary sewer excavation point repair and replacement, wye branch and lateral repairs, CCTV verification of the repair locations and post repair CCTV documentation, additional CCTV, location and adjustment of buried sanitary sewer manholes, lamp hole replacement, manhole installation, sanitary sewer pipe cleaning, cured-in-place sectional liner, the reinstatement of active service lateral connections and the necessary removal of protruding service laterals. All related traffic control and resident notification and restoration of disturbed areas including driveways, sidewalks, roadways, curbs, walls, lawn areas; shrubbery, etc. are included in the project scope. There are approximately 60 excavation point repairs, approximately 8,273 lineal feet of CCTV and an estimated 60 linear feet of cured-in-place sectional liner all to be completed under this contract. The project is located in Mt. Oliver Borough.
This project is being funded by PENNVEST. The Contractor must demonstrate the Six Good Faith Efforts to identify and solicit DBE firms for the project. Proposals shall be delivered in separate sealed envelopes and clearly marked on the outside with the words "2011 SANITARY SEWER REPAIR PROJECT - REBID" All Proposals must be in the hands of Joanne M. Malloy, Borough Secretary, by 10:00 A.M. prevailing time, December 2, 2011. There will be a mandatory pre-bid meeting on November 18, 2011 at 10:00 A.M, at the Mt. Oliver Borough Building.
Copies of Drawings, Specifications, and Instructions to Bidders, General Conditions, Forms of Proposals and Agreement are on file and open to public inspection at the Gateway Engineers, Inc., located at 400 Holiday Drive, Suite 300, and Pittsburgh, PA 15220. The drawings and documents may be obtained at said location for a cost of $50.00 per set. No refund will be made for the return of any documents.
Compliance is required with the Pennsylvania Prevailing Wage Act of 1961, P.L. 987, No. 442; Title VI and other applicable provisions of the Civil Rights Act of 1964; the Department of Labor Equal Opportunity Clause (41 CFR 60 -1.4); Executive Order 11625 (Utilization of Minority Business Enterprise); Executive Order 12138 (Utilization of Female Business Enterprise); in compliance with Section 504 of Rehabilitation Act of 1973 and Americans with Disabilities Act of 1990; and the Allegheny County MBE/WBE Program enacted July, 1981, which sets forth goals of the 13 percent Minority and 2 percent Female Business Enterprise.
Proposals must be submitted on the forms provided by the Borough of Mt. Oliver. Proposals to receive consideration and must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made payable to the order of Mt. Oliver Borough, in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract.
The Proposals must be made to the Borough of Mt. Oliver, Allegheny County, Pennsylvania, and shall remain firm for a period of one hundred twenty (120) days. No Bidder may withdraw his Proposal during the one hundred twenty (120) day period without forfeiting his Bid guarantee.
Performance, Maintenance, and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement upon acceptance of the Proposal from the successful Bidder.
The Owner reserves the right to reject any or all Proposals, or any part thereof, for any reason, and also reserves the right to waive any informality therein.
