Magisterial District Justice Richard King, president of the Special Court Judges Association, presents a Certificate of Appreciation to Lucy Frankwitt, coordinator of the 30th Ward Block Watch for her years of service to the community. Judge King also presented a certificate to the block watch, the first in the nation.
