Blue Ribbon Panel will discuss PWSA at community forum Jan. 30

The City of Pittsburgh will host the PWSA Blue Ribbon Panel Community Forum. The forum will take place on Tuesday, January 30, 6-8 p.m. in Council Chambers, 5th Floor, City-County Building.

The panel will use this meeting to provide an overview of its restructuring and improvement recommendations for PWSA. Community participation and feedback is highly encouraged. 

Registration is not required to attend this event. Those attending should come ready to listen, learn, and engage with the Blue Ribbon Panel.

The forum will be also be broadcast live via City Channel Pittsburgh on Comcast Channel 13 and Verizon Channel 44.

In recognition of the severe challenges faced by PWSA, the City of Pittsburgh decided to pursue a possible restructuring of the Authority. In April 2017, Infrastructure Management Group, Inc. was selected to serve in the role of Restructuring Advisory Team to evaluate restructuring options. The Blue Ribbon Panel evaluated IMG’s recommendations and made its own recommendations in an 18-page report issued on December 28, 2017.

Noting that the political will must be summoned to make long-overdue changes in the way PWSA is governed, the panel recommended the PWSA remain a public asset while having its board of directors named by an independent Board of Nominators, insulating it from political influence.

On Jan. 22, Mayor Peduto issued an Executive Order supporting the governance recommendations, empowering the panel to hire legal counsel to prepare a contract between the city and the PWSA regarding the panel’s recommendations by March 31.

Members of the Mayor’s Blue Ribbon Panel are:

• Fred Brown, President and CEO, The Forbes Funds;

• Jared Cohon, President Emeritus and University Professor of Civil and Environmental Engineering and Engineering and Public Policy, Carnegie Mellon University;

• Michelle Naccarati-Chapkis, Executive Director, Women for a Healthy Environment;

• Mark Stulga, Vice President, Commercial and Industrial Lending, WesBanco Bank; and,

• Alex Thomson, President and Chair of the Business Law Practice Group, Houston Harbaugh, P.C.
