Much of the discussion at the October 24 public meeting called by the South Side Neighborhood Improvement Steering Committee concerned the way the vote will be taken if the district is to be formed.

If consensus is reached among the South Side Planning Forum members, the plan would go to city council for approval, a public hearing is required and then a copy of the final plan is mailed to every property owner within the proposed district in South Side along with a ballot. Under Pennsylvania State law, only negative votes are counted, those not returning their ballots are considered to be voting in favor of the improvement district.

If ballots for 40 percent or more of the properties are returned opposing the formation of the improvement district, the district will not be formed.
