Improvement district meetings scheduled

The South Side Improvement District Steering Committee will hold two public meetings, October 12 and 24 from 6-7:30 p.m. in the cafeteria of UPMC Mercy South Side Outpatient Center, 2000 Mary Street.

The Steering Committee will share results of a survey of neighborhood property owners and a preliminary plan for a possible Improvement District in South Side at the meeting on October 12. Any surveys received before October 10 will be analyzed in time for the October 12 meeting.

The Steering Committee has been investigating whether an improvement district is appropriate for South Side. In an improvement district, property owners are assessed a fee which is then used to provide services in the community. The amount of the assessment is determined by the community and a board is elected by the property owners to oversee the district.

In addition to a series of public meetings, an improvement district needs city council approval and a vote by the property owners in the proposed district. In the voting process, those who don't return their ballots are considered to be in favor of the district.

If 60 percent of property owners approve the district it will have a five-year term and have to be renewed at the end of the term to continue.

Typically, improvement districts focus on safe, clean and green issues in the neighborhood. The city is required to maintain the same level of services in an improvement district
