Ordinances for rentals, disruptive properties take effect
The city has launched two new ordinances geared at reducing neighborhood blight.
Property owners who rent housing in the city will be receiving mailers indicating the process to register their rental properties under the city's new Rental Registration Ordinance. Landlords must register rental properties before renting or leasing units in the city. Landlords have until April 1, 2009 to register or they may face a fine of up to $1,000.
The Bureau of Building Inspection (BBI) is strongly encouraging property owners to verify that their respective rental properties have valid City of Pittsburgh issued Certificates of Occupancy. Completed application packages submitted to BBI will be required to obtain such valid Certificates of Occupancy.

The city's Disruptive Property Ordinance also has taken effect. The city's Department of Information Systems created the technology in-house to integrate data from BBI, Police, and Animal Control in order to flag properties that are deemed disruptive. Property owners will be subject to a fine if their properties are reported as disruptive three or more times in a 60 day period.
The city has hired a quality of life attorney and a disruptive property administrator to provide the legal and administrative support to ensure the success of this ordinance.
