Careless bike riders could cause accidents


I would like to know what can be done to the careless bicycle riders who think they own the road and apparently do not have any rules of the road to follow. Are they responsible if they cause an accident or damage to someone's vehicle or bodily harm?

With more people riding bikes on the public streets, they should have to follow some kind of rules like stopping at stop signs and red lights, etc. [They] should not be permitted to ride down the center of the street or next to a car. I am sure this is a city wide issue and not only in the South Side.

Also, what gives the restaurants the right to block traffic on public streets with their valet parking? They cause too many traffic tie-ups and the police do nothing about it.
